Zhechko Dimitrov is the new representative of the employers in the Board of the Silver Fund
The new representative of the employers’ national organizations for 2017 in the Management Board of the State Fund for sustainability of the public pension reform, a.k.a. the Silver Fund, is the Program Director of the Bulgarian Industrial Association (BIA) Zhechko Dimitrov. This was decided on the Council of Ministers’ meeting on Wednesday. The Board of the Silver Fund consists of 9 members, its chairman and vice-chairman being the Minister of Finance and the Minister of Labour and Social Policy. The total cash resources of the Fund as on 30.11.2016 amounted to BGN 2.655 billion, of which BGN 2.64 billion are in an annual deposit in BNB by the Management Board of the Fund. At the same time last year the fund had BGN 2.534 billion.

On January 21 (Friday) in Yambol successfully finished a basic training under the system of REFA-Germany on topic: "Optimization of corporate management of labor manufacturing process in a market economy." The test was successfully passed and REFA certificates were received by six experts from YAZAKI BULGARIA Ltd. Training consists of two main modules - "Organization of work systems and processes" and "Management of production data". The company is 100% owned by the Japanese company Yazaki Corporation, holding the largest share of international automotive market for the manufacture of cable equipment. The company's products include cable installations, air conditioners and other components and equipment for automobiles. REFA (Association for planning and organization of work in enterprises and corporate development - Germany) was established back in 1924 in Germany, its representative for Bulgaria is the Bulgarian Industrial Association and BIC Capital Market Ltd. The next REFA training course will be held in February in the town of Gotse Delchev.

Today the online issue of the Bulgarian Industrial Association - ‘Business Industry Capital’ (http://daily.bia-bg.com/) celebrates its 10th birthday. ‘Business Industry Capital’ is published by Bourse Information Company Capital Market – fully owned by Bulgarian Industrial Association, specialized in business information services. During its 10 years of existence the issue became a preferred media and business partner to over 30,000 subscribers in Bulgaria and abroad. Bulgarian Industrial Association (BIA) sent Traycho Traykov - Minister of Economy, Energy and Tourism (MEET) analysis of the found irregularities in the tender documentation, process and procedures for evaluation and publicity of projects under the schemes of OP Competitiveness - Technological modernization in SMEs and Technological modernization in large enterprises. Under both schemes 1104 projects were submitted, of which 175 projects of SMEs and 39 of large enterprises were approved for financing, with total grant value of more than BGN 190 million. The main conclusions in the analysis show that the Evaluation committee has approved draft projects under controversial and non-transparent methods and procedures. As the biggest industrial and employers' organizations in Bulgaria BIA has always pursued a consistent policy to actively protect the interests of its members and to assist government institutions in the implementation of a coherent and effective economic policy in the interest of society as a whole. BIA gives MEET a package of 20 ways for removing the conditions for accidental or malicious distortion of competition results.

The Bulgarian Institute for Foreign Trade (BIFT) held a seminar Markets and Trade with Ukraine, Moldova and Greece, which was attended by managers of small and medium-sized enterprises. The German Association for labor organization and development of enterprises – REFA has a new web site in Bulgarian (http://refa.bia-bg.com). Apart of the modernized design, the Internet site was updated with information about the companies that has sent employees for training on the REFA methodology. A forum has been created for all who have successfully completed the training course so that they can professionally discuss practical issues and problems in relation with optimization of the production processes.
REFA is among the biggest private educational and pre-qualification institutions in Europe in the field of labor organization and development of enterprises research. The official representatives of REFA in Bulgaria are Bulgarian Industrial Association and BIC Capital Market SPLTD.

From 9 June to 11 July a corporative basic REFA course was held in the town Gotse Delchev. It was organized by BIC Capital Market for training of 16 specialists from Pirin Tex SPLTD. The REFA basic course is organized by the exclusive representative of REFA for Bulgaria - BIC Capital Market SPLTD. The aim is the successfully graduated participants to receive a certificate from REFA and acquire knowledge and practical skills in the field of company management and labour management processes.

Companies with approved projects under the PHARE Programme Competitiveness, measure 1 have not received payments almost for two years, and the resources for SMEs, are deliberately transferred to large companies, the Ambassador of Finland in Bulgaria Kauko Jamsen said during a meeting between representatives of business and Minister Meglena Plugchieva. Since the actual start of the pre-program of all 1440 candidates the officials in Ministry of Economy and Energy have selected only 178 projects. They were approved for funding at the end of 2006, but only 20 projects were fully implemented, said the PHARE Agency to the economy ministry.

Participants from the following companies took the exam successfully and received their REFA certificates: AQ Magnit JSC, Elia JSC, Grammer JSC, Liebherr - Hausgerate Maritsa SPLTD and Nitex-96 JSC. The internationally recognized certificate allows the graduates to consult on the REFA methodology. In the Bulgarian Industrial Association (BIA) held a workshop of SMEs-companies which have applied to projects under the PHARE programme, Grant Scheme "Competitiveness ²". The main purpose of the meeting was to discuss the changes in procedure for funding after the first meeting which were carried out on 17.04.2008 in Hotel "Kempinski Zografski" with Deputy Minister Nina Radeva and other representatives responsible for the Program of the Ministry of Economy and Energy. The participants discussed all the present views of the open forum at BIA: www.bia-bg.com and decided to devise proposals to accelerate the procedures for successfully implementing the programme. The proposals will be sent by electronic mail for comments and additions to all companies that are willing to participate in this discussion.
