Citybank, Eximbank and Rosseximbank will extend a loan of USD 380 million for the modernization of NPPs fifth and sixth units, the NPPs Deputy Director Mr. Misho Monev reported. The first stage of the modernization will be completed by the end of February.

An independent joint-stock company will start operating in Varna at the beginning of February, stated Mr. Ivan Shilyashki, Chairman of the State Agency for Energy and Energy Resources. This will be one of the 7 companies to be established in order to be terminated the monopoly state of NEC.

The IMF mission agreed that Bulgarian state should guarantee credits of USD 1 billion in 2000, stated Mr. Muravey Radev, Minister of Finance. The credits will be granted on several projects in the total amount of USD 1.5 billion.

The European Commission approved on 18.04.2000 the loan of EURO 212,5 million for development and renew the security of 5 and 6 block of the NPS Kozlodui. The money are granted to the National Electric Company. The total price of the project according to NEC is EURO 490 million. Except this loan, it is expected other ones from American and Russian agencies. The project has to be completed within 4 years.

The French electric company DF will help NPS Kozlodui at the actualization of the programme for modernization of 1-4 block and will become a guarantee for their quality before the international nuclear community.

The Managements of the 7 electric allocating companies that are seperating from NEC are already appointed, reported from the Energetic Agency. Mr. Ivan Shiliashki officially handed the orders officially to the new managers of the companies in Sofia, Plovdiv, Pleven, Varna, Gorna Oriahovitza and Stara Zagora. The new companies with 100 per cent will be registered in the court to April 28.

The National Electric Company has a new Board of Directors. NPS Kozlodui also has new Directors. With an order of Mr. Ivan Shiliashki was appointed a Board of Directors of NPS Kozlodui that will be separated from NEC and will become an independent company with a capital of BGN 36.02 million.

The European Commission signed a EUR 21.5 million loan for the reconstruction of units 5 and 6 of the Kozloduy N-plant on behalf of Euroatom. The loan will contribute towards a project that has an estimate total projects cost of about EUR 490 million to upgrade to internationally acceptable safety standards two reactors at the N-plant, EC said. To loan has a term of 20 years, with 5 years grace period, was reported from the Ministry of Finance. The loan, to be guaranteed by the Bulgarian Government and the National Electric Company JSC - Sofia, will be disbursed in several installments between 2000 and 2005, with the first payment due to be made this year, the EC said.

Sofia City Court registered changes for National Electric Company - SP JSC: NEC was separated into the following companies - Elektrorazpredelenie - Stolichno - SP JSC, Elektrorazpredelenie - Sofia-region - SP JSC, NPS - Kozlodui JSC, Elektrorazpredelenie - Plovdiv - SP JSC, Elektrorazpredelenie - Varna - SP JSC, Elektrorazpredelenie - Pleven - SP JSC, Elektrorazpredelenie - Stara Zagora - SP JSC, Elektrorazpredelenie - Gorna Oriahovitza - SP JSC, TPS Rousse Iztok - SP JSC. There was registered a drop of the capital from BGN 123 087 408 . to 72 951 408 allocated in 72 951 408 personal shareswith face value BGN 1; there was registered a change in the activity of the company - production and transfer of electricity, centralized purchases and sales of electricity, supply of electricity, import and export of electricity and energy resources, investment activity, transfer of energy. The former members of Board of Directors were erased. There was registered a new Board of Directors that includes Mr. Danail Tafrov, Mr. Milcho Golemehov, Ms. Lilia Ivanova, Ms. Paraskeva Kiseva and Mr. Mitjo Hristozov; the company is represented by Mr. Danail Tafrov who is Executive Dirtector of the company.

The Minister of Finance Mr. Muravei Radev and the USA Ambassador in Bulgaria signed an agreement for a USD 77 million loan . The USA Ambassador represented the American export-import bank Eximbank Mr. Richard Miles. According to the agreement the US bank will lend money for the modernization of the fifth and sixth block of The Nuclear Power Plant in Kozlodui, announced Minister Radev. The whole project for the modernization of the fifth and sixth block has a limit of USD 380 million and is for a term of five years . The loan is guaranteed Bulgaria and Eximbank and must be refunded after 10 or 12 years. The interest is LIBOR plus 0,3 per cent. According to Mr. Miles this almost equals the yearly exchange of goods between Bulgaria and USA.

110 companies submitted applications for license in the State Energy Regulation Commission (SERC). This was announced from the commission yesterday. 51 gas companies, 35 heat-supplying companies and 13 power supplying companies will demand permits. Among the companies, applying for licenses are the 7 heat-distributing companies, NEC, NPS Kozlodui and others. The deadline for the presentation of the applications is July 22 and it will not be prolonged.

Losses, amounting to BGN 4.5 million were caused to NPS Kozlodui by former Directors. This was found after the check-ups of the District Prosecutor's Office in Kozlodui, the Economy Police and the State Financial Control. According to them the greatest offences were made by the former Chief Accountant Mrs. Emilia Solunska. There are ten more employees accused of financial abuse.

Russia will grant a loan of USD 150 million for the modernization of 5th and 6th block of NPS Kozlodui. The decision was signed on September 14 and the money will be granted by Roseximbank. The credit is with a 5-year gratis period, 7.5 per cent interest rate and a 15-year payment period. This is the last loan for the modernization which will start this autumn, was announced from the management of the station at a press conference. Up to now USD 76 million were provided by the US Citybank and EUR 212 million by Evratom. According to the Director of NPS - Kozlodui Mr. Yordan Yordanov, however, the Russian loan is of only USD 80 million. The financial state of the station is currently stable. Its contract with NEC will bring a profit for this year of BGN 58 million. It was signed at a buy up price of USD 0.022 per kWh

The branch of Citibank in Sofia that is a part of the network of the bank in 103 countries in the world, was opened officially. The Deputy President of Citigroup Mr. William Roads will come especcially for this event. Bulgaria is the 10 th country from Central and Eastern Europe in which come Citibank. The bank reported a profit of USD 6.6 billion for the first 6 months. The bank has already granted a loan of USD 77 million for modernization of 5 and 6 block of NPS Kozlodui and last week was granted a credit of USD 7 million to a local company.

Bulgaria will negotiate with Serbia for export of electricity, declared the Executive Director of NEC Mr. Danail Tafrov. There is opportunity Russian and German companies to be agents at the execution of the transport. NEC has a capacity of export of electricity 1 billion kWh annually and for this purpose the capacities of NPS Kozludui and TPS Varna have to be loaded up more. A main competitor about the deal with Serbia is Romania, that has a great reserve of production capacity.

Third block of of NPS Kozlodui will be included in the energy system to the end of this year. The energy equipment will be included after receiving a permission from the Inspection for safe use of the nuclear energy to the Committeefor use of the nuclear energy for peaceful purposes.

The Minister of Finance Mr. Muravey Radev, the Chairman of the State Energy Agency Mr. Ivan Shiliashki and the Chairman of the Board of Directors of Roseximbank Mr. Mihail Sviridov signed a guarantee agreement for a loan of USD 80 million from the Export-import bank of the Russian Federation. The funds are for renew of 5th and 6th block of NPS Kozlodui. The loan is with 7.5 per cent interest annually. The deadline for the paying off of the loan is 15 years with 4 and a half years gratis period. According to representatives of the station with this loan will practically start the activities at realization of the Programme for modernization of the blocks. Before the loan from Rosexim, agreements were signed in May with Euratom for EUR 212.5 million and in July with Citybank for USD 77 million.

The Kozlodui NPP will close this year with a gross profit of BGN 71 million, according to its estimated balance sheets, i.e. BGN 13 million more than the initial forecast, the economic Director Mr. Tencho Popov stated. The company has developed two versions of its 2001 business plan. The output in the first one is et at 18.7 billion kWh, i.e. enough to satisfy the domestic demand. The second version envisions a total output of 22 billion kWh, including the power to be exported to Yugoslavia, Turkey and Greece in compliance with the contract signed with National Electric Company.

USD 6 million will be invested for the construction of a village in Kozlodui in which will be settled nuclear experts of Simens. The deadline that is defined for the construction activities is 4 years. There are argues with Kozlodui municipality for the property of the area but this will not be a reason for a delay of the modernization of 5th and 6th block.

The Prime Minister Mr. Ivan Kostov stated that the position of the Bulgarian Government for stopping the 3rd and 4th block of NPS Kozludui in 2008 - 2010 remains unchanged. In the agreement between Bulgaria and European Union, the European Commission pointed as a deadline 2006 against the deadline of Bulgaria - 2008-2010. At the moment NPS Kozludui is making a technical preparation for extracting from exploitation of 1st and 2nd blocks in accordance with the agreement but if in the beginning of 2001 the European Commission does not provide a financial aid, the station will be in a difficulty of executing the appointed measures. The station is realizing an ambitious programme for modernization that allows 3rd and 4th blocks to work in the frames of their exploitation resource.

The company for construction and mounting activity Enemona holding JSC in Kozlodui and its subsidiary companies Enemona star JSC and Izolko Ltd. received European certificates for quality ISO 9001 and ISO 9002. The honours for high quality are given by the Centre for certification TUV CERT. Partners of the company are NPS Kozludui, the German company Siemens, the American company Westinghouse and companies from Germany where the holding builds production and social objects.

Insurance companies report that the signals for drastic offences of the Pension Insurance Act became more frequent. The State Insurance Supervision Agency confirmed that there were some serious signals. The Pension Insurance Company Doverie is engaged with the whole Kremikovtzi, stated the syndic leader of the company. The workers can not receive their salaries if they do not fill a blank with the initials Pension Insurance Company Doverie.

Three guaranty agreements for the loans extended to the modernization programmes of the 5th and 6th units of the Kozlodui NPP, were ratified by the Parliament yesterday. The agreement between NPP, National Electric Company (NEC) and the European Atomic Energy Community, signed on May 29, 2000, endorses a loan of EUR 212.5 million. The second agreement on a loan of USD 76.6 million, is signed between Bulgarian Government as the guarantor, Citibank as the creditor and US Export - Import Bank as the agent. The third agreement, worth USD 80 million, contracted between the NPP, NEC and Russian Export Import Bank, was signed on October 26, 2000.

The US Energy Department will ensure USD 50 000 assistance for the safety simulator used for training purpose in the Kozludui NPP. The simulator represents a literal copy of the command hall of the 5-th and 6-th units.

Auditors from the State Financial Control (SFC) were checking 11 months the financial condition of NEC, was reported from the company. The revision ended 2 weeks ago. The inspection of SFC includes the period from 1993 to the separation of NEC as an independent company in April 2000. By December 20 the Management of NEC has to sent its statement and its objections at the auditing act of SFC. In the act of SFC is revealed the contact of the company with the insurance company Energy in which NEC holds 50 per cent of the shares. According to specialists from NEC the contract with Energy was dealed at very favourable conditions for the electric company at the least percentage of the interests and the highest percentage of insurances.
