Minister of Youth and Sports Vassil Ivanov announced he had reached an agreement on principle with PFC Levski owner Mr. Todor Batkov about the Rakovski stadium. Minister Ivanov specified he had had talks with Mr. Batkov several times and that it was possible PFC Levski to be granted the Rakovski sports complex as a compensation for the land, on which the national stadium Vassil Levski was built. Of course, further talks are necessary, the Minister said. As far as the issue about the sports facilities is concerned, it is essential that the interest of the state should be protected. This should be done in the name of sports and of the Bulgarian children. We are conducting a dialogue with all sports clubs and federations in this country. If sports facilities are to be granted to football clubs, they should be granted not only to Levski and CSKA, but also to all clubs across the country; further, sports facilities should be granted not only the football clubs, but also to sports clubs. The Levski Management could not conceal their satisfaction with the news. I have not had talks with Mr. Batkov or Minister Ivanov. But I am very happy for the concern of the Ministry of Youth and Sports about this delicate issue, PFC Levski Finance Director Konstantin Bajdekov commented. Rakovski stadium should be granted on concession to Levski for 35 years, demanded Levski's owner and chairperson of the Supervisory Board of the Blue Team, prominent lawyer and businessman Todor Batkov. Batkov aired his proposal at a meeting with the team's fans in Hall 2 of the National Palace of Culture (NPC). "The matter brooks no delay," Batkov elaborated. "We cannot just sit and wait, when other teams get what they want in a mean way (editor's note - the point is in the impending contribution of "Bulgarska Armia" stadium, the Pancharevo center and "Cherveno Zname" complex to the assets of Professional Football Club CSKA JSC). The state will give 3 priceless estates, valued at 10 million BGN (Bulgarian currency) to CSKA's capital, while the club is a debtor to the National Social Security Institute (NSSI). I don't want to be in the shoes of the clerk (editor's note - the director of National Sports Base SPJSC, Mario Primdjanov), who will sign the document. Levski's owner said that in his opinion, this plunder will be committed in the murky period between the general elections and the convening of the next Bulgarian parliament. He went on to say that his demand is well-grounded. "Levski had a stadium before September 9, 1944, which stadium was built with the labor and donations of thousands of fans of the Blue team. The stadium was nationalized by the decision of the Politburo of the Central Committee of the Bulgarian Communist Party. Unfortunately, we had been waiting for years to get our stadium back. In January, we sent a letter to PM Saxe-Coburg-Gotha regarding the facilities and we received an answer from the Minister of Youth and Sport in May. He received an award from the National Revenues Agency in an official ceremony in Sofia's National Palace of Culture, held last night. Todor Batkov was declared the biggest taxpayer of 2005, when a category for private persons was crated for the first time. A modern industrial zone will be built in the municipality of Beloslav, the mayor of the village of Strashimirovo, Emil Dichev, said. The data shows that the average salary in Levski for this year till October 30 is 8,769 levs (1euro=1.95levs) before tax but not 820 levs as it was alleged after the meeting of the football bosses with the chair of the parliamentary anti-corruption committee Yane Yanev. The average salary in the Blue club is twice as much compared to 2008. Levski staff numbers 54 people and annually their remunerations amount to 4,735,511 levs. All this confirms the words of Levski owner, lawyer Todor Batkov that the salaries in the club are by times higher compared to the rumors spread last week.

Bulgarian Levski to Join Gazprom's Football Empire - Report Bulgarian football team Levski Sofia is about to ink a sponsorship deal with Russian energy giant Gazprom, according to a report. Russia's Kommersant daily says the sponsorship deal is expected to be signed on December 7, the same date on which the South Stream gas pipeline project is to be launched. Gazprom CEO Alexey Miller recently hinted of a potential deal between the energy company and Levski. On November 15 Miller signed in the presence of Bulgarian PM Boyko Borisov the final investment agreement for the Bulgarian participation in the South Stream natural gas pipeline project. Over the summer, Borisov had said that Gazprom is considering financing Levski's arch-rival, financially troubled CSKA Sofia. It is not clear why Gazprom has chosen Levski over CSKA, even though pundits have argued that the company prefers sponsoring teams playing in blue jerseys, corresponding to the company's own colors. Besides owning Russian team Zenit St Petersburg, the Russian gas company also sponsors Schalke and Red Star Belgrade and recently agreed a commercial deal with Chelsea.

Spas Rusev sells Hilton Businessman Spas Rusev, who bought BTK several days ago, is parting with Sofia’s hotel Hilton. Its company Rasaso anchalt has negotiated the deal with Plovdiv investment group in real estate Galaxy investment group. It is owned by founders of Vinprom Peshtera-Anton Shterev and Atanas Petrov. Permission from the Commission for protection of competition is waited for so that the deal is terminated. Plans of the new owner are to continue developing the hotel and to keep the brand. The hotel is managed under a 20-year contract with the Hilton chain, signed at completion of construction of the building back in 2001. The new owner plans to keep the present management team, too. Deal for Bulgaria's Biggest Telecom 'Finalized' The biggest telecommunications company in Bulgaria, BTK, is now officially owned by businessman Spas Rusev as the deal was finalized on August 30, Capital newspaper says, citing three different sources. The London-based entrepreneur offered earlier this year EUR 330 M for BTK, whose services include landlines, Internet, TV and mobile communications (the latter under the brand of Vivacom). It also owns NURTS, the leading provider of radio and television broadcasting and signal transmissions which has been providing digital terrestrial television to most of Bulgaria. Also on August 30, in a parallel development, Rusev announced he had become the new owner of one of Bulgaria's best-known professional football clubs, Levski Sofia. BTK's revenues last year reached BGN 865 M (EUR 443.1 M). BTK (Vivacom) was sold in mid-November, after a marathon bidding, to Rusev, a Bulgarian businessman who owns newly-established, Luxembourg-based Viva Telecom. Apart from paying EUR 330 M for the company, Rusev also agreed to pay off its debts at EUR 400 M. The sale process follows the non-payment of a EUR 150 M loan to Luxembourg-based Investment S.a.r.l (InterV), the indirect holding company of BTC EAD (Vivacom). Russian VTB bank's London-based investment arm, VTB Capital, which was a security agent for the loan, was the seller.

PFC Levski JSC has accumulated new liabilities for the last six months in the amount of over BGN 4 million, announced the executive director of the club Pavel Kolev. The main part is related to the inability of the club to pay salaries, as well as insurances and taxes to them. "About BGN 2.6 million have been accumulated for salaries, including in July. The total amount also includes a liability to a foreign club, which has not been rescheduled," Kolev said. Presenting himself as the majority owner, Nasko Sirakov announced two months ago that the club owes a total of almost BGN 24 million. At that time, however, the current liabilities were BGN 714 thousand.

Serbian Dragan Sholak is the future owner of "Levski" Serbian businessman Dragan Sholak is about to sign a deal to acquire a controlling stake in the Bulgarian Levski football club, sources familiar with the talks said. Six football clubs from the efbet League of Bulgaria have obligations to the National Revenue Agency, totaling BGN 14.5 million. The largest share of the amount is that of Levski, which amounts to nearly 80% of the total liabilities - 11.5 million BGN, and the other 3 million are distributed between CSKA, Lokomotiv Plovdiv, Arda, Botev Vratsa and Pirin. PFC Levski is again in talks about the rescheduling of his obligations, after the conditions of the old agreement, which dates back to 2009, have not been met. The capital municipality took a very important step for PFC "Levski" - Sofia, which will practically secure the license for the next season - 2024/25. At a meeting of the Standing Committee on Finance and Budget, a decision was made that the obligation of the football club to the municipality in the amount of BGN 2.097 million for local taxes and waste tax will be rescheduled for a period of 36 months. The liabilities were accumulated by "Levski" for the period 2016-2020 for the use of the "Georgi Asparuhov" station and the adjacent base. The attempts of PFC "Levski" to modernize the "Georgi Asparuhov" stadium entered a new phase, after a decision was approved to transfer the ownership of the sports complex from the Sofia regional administration to the Sofia municipality. This was done by a decision of the architectural commission of the Metropolitan Municipal Council, which was adopted unanimously. This opens the way to acquiring the stadium on a long-term concession. Even at the beginning of February, the company "Stadion Georgi Asparuhov" EAD was established by the club, whose main goal is the construction of a new facility. However, it will be able to work in reality only after the current decision of the SOS. At the moment, the "Georgi Asparuhov" station is owned by the Regional Administration, and "Levski" had the privilege since 1998 of not paying rent for the use of the facility, but only the building tax and garbage fee, which were due to the municipality. In recent years, however, the football club has not been a correct payer and debts of about BGN 2 million have accumulated. At the beginning of this month, the capital municipality agreed to conclude a 3-year agreement with "Levski" for deferred payment. This not only eliminated the danger of a problem with the club's license for the next season, but also solved the issue of the pending debt. With the mentioned rescheduling contract, "Levski" will now have the right to apply for a concession. It is a fact that "Levski" is experiencing serious difficulties in supporting the club, as they still have to repay debts to the National Revenue Agency and the Sofia Municipality for a total of BGN 5,762 million. This is also the reason for the reduced budget of the club. And the construction of a new stadium requires significant funds, which "Levski" have so far not shown that they have anywhere to provide.

PFC "Levski" JSC repaid the entire overdue principal obligation to the Capital Municipality, amounting to BGN 1,370,000. In April of this year, the "blues" took a similar step with the obligation to the National Revenue Agency, the principal amount of which - BGN 6,342,000, was covered in three installments. The debt to the Metropolitan Municipality is formed by local taxes and fees, as well as the "Donation" tax (5%), which have not been covered since 2013. Milo Borisov will manage in Levski The owner of the company, which is the general sponsor of FC Levski - Milo Borisov, joined the Supervisory Board of the club by decision of the held General Assembly. Borisov enters the management of the club after a proposal from the majority owner Nasko Sirakov. Sofia City Regional Administration and Sofia Municipality signed an agreement for the gratuitous transfer of the ownership rights over the "Georgi Asparuhov" stadium. Sofia City Regional Administration has started the transfer procedure, and on November 19, the regional governor of Sofia City Stefan Arsov issued the order for the transfer of the "Georgi Asparuhov" stadium to Sofia Municipality, and the mayor of Sofia and the district mayor of "Poduyane" were duly notified. On April 25, the SOS approved a report on the gratuitous transfer from the state to Sofia Municipality of the ownership rights over real estate in the "Poduyane", "Krasna Polyana" and "Sredets" districts. Sofia Mayor Vasil Terziev has signed the agreement with the District Administration, whereby Sofia Municipality became the owner of the properties and facilities of the Georgi Asparuhov Stadium in the Gerena district, which is used by PFC Levski. The facility is already municipal and its renovation can begin. The stadium will be given to the Poduyane district for management, because it is on its territory. PFC Levski will first have to present to the sports commission its proposal for the construction of a new stadium, which will later be submitted for discussion and voted on by the Sofia Municipal Council.

The financial situation of the elite level clubs of Bulgarian football is poor - reporting a loss of 10 million euros, according to UEFA's annual report for 2023. The total revenue of the 16 teams from the First League in the 2023/2024 season amounted to ˆ79 million. The expenses were ˆ89 million, which puts the participants in our championship at a loss of ˆ10 million. The revenues of the domestic clubs increased by 23% compared to the previous financial year (2022), and the total minus decreased by ˆ14 million compared to the same period, when it was -24 million euros. In Bulgaria, the largest part of the revenues of football clubs (39%) comes from commercial activities - ˆ31.2 million. In second place is the "other revenues" item (36%) - ˆ28.4 million, and in third place are direct revenues from UEFA - ˆ11.3 million (14%). From the sale of tickets for the matches, only ˆ5.2 million (7%) comes into the coffers of our teams, and even less is the income from TV rights - ˆ3.1 million (4%). The salary costs of football players in Bulgarian clubs amount to ˆ55 million, which represents 69% of the total income. It is reported that the remuneration has jumped by 11% compared to the previous season. The total value of all players in the First League is ˆ42 million. 69% of the clubs in the elite are private, with two of them having at least one foreign investor. PFC Levski has reduced its debts by over 5 million leva for the past financial year, amounting to 22.115 million leva as of December 31, 2019. The bulk of these debts are to the companies of the club's former owner Vasil Bozhkov, although he has repeatedly announced that he will not seek them. Last year, the club generated revenues of 41.92 million leva. The reported net profit for the period amounted to 14.69 million leva. Within 2024, PFC Levski managed to repay a large part of its debts to the National Revenue Agency, Sofia Municipality and main suppliers. The independent auditor's report stated that the company's registered capital (30.787 million leva) exceeds the net assets, which amount to 16.201 million leva, which violates the requirement of Art. 252 of the Commerce Act. The former executive director of Levski, Ivaylo Ivkov, has ordered the football club to pay him over 20,000 leva. The lawyer won a case in the Sofia District Court (SRC), which he had filed because of his dismissal from his position without notice and without being paid an agreed compensation of three gross monthly salaries. The way in which the club carried out the separation contradicts the Law on Obligations and Contracts. The dismissal itself came about after Ivkov and the then coach Stanimir Stoilov opposed the policy of Levski owner Nasko Sirakov and announced that the main sponsor Palms Bet had too much power in the club. Stoilov then left, and Ivkov was dismissed by a decision of the Supervisory Board, despite the strong dissatisfaction of the organized fans, who supported the two and have been in conflict with Sirakov ever since. During the course of the case, the court found that when dismissing Ivkov, the Supervisory Board did not motivate its decision and thus it cannot be proven that it was made because of his subsequently mentioned statements or absences from work. As of April 2023, Ivkov's gross salary was already 5969 leva, which is why "Levski" was sentenced to pay him 17,907 leva. In addition, the club must pay the former director expenses of nearly 3000 leva, as well as interest on the awarded compensation, which brings the total amount to more than 20,000 leva. The decision is not final and can be appealed before the Sofia City Court.

The company Sport Republic confirmed its interest in buying the controlling stake in Levski and is ready to start negotiations. This was announced by the management of the football club, enclosing the official letter sent by the international company and signed by its president and majority shareholder Dragan Solak. It proposes the formation of official negotiation teams from both sides. An authorized representative of the club and a lawyer for the company will participate in the process from the side of Levski. For Solak, this is the second attempt to acquire the controlling stake in Levski. In February 2023, the deal failed at the last minute due to the club's outstanding debts in the amount of over 20 million leva to the former owner Vasil Bozhkov. The company today issued a statement saying that they are terminating negotiations with the management of the "blues". Atanas Bostandzhiev will be the new majority owner of PFC Levski. Bostandzhiev is the founder and manager of the investment company Gemcorp. Nasko Sirakov, who managed the company for nearly six years, remains as president, but will no longer be a shareholder. In recent months, a team of representatives of the club and the investor has been working on a common vision for the development of PFC Levski. One of the main priorities in this vision is the project for a new stadium "Georgi Asparuhov", worth in the range of 110-130 million euros. The new owner is committed to investing in the sports and technical development of the first team and in the expansion and improvement of the infrastructure related to the development of children's and youth football, and other key areas for the club. Atanas Bostandzhiev became better known in Bulgaria when, in the spring of 2022, as the manager of the Gemcorp fund (created by him), together with partners from the American IP3 fund, he signed a memorandum with the then Minister of Energy Alexander Nikolov for cooperation in the field of energy with promised potential investments of $ 1 billion. As of spring 2022, the company manages over $ 1 billion in direct investments of the fund and separately about another $ 1 billion jointly with other funds. Bostandzhiev also participated as a representative of the Russian bank VTB in the privatization of Bulgartabac. He also worked in Bulgaria on the deal with which VTB obtained a stake in BTC. Before founding Gemcorp, Atanas Bostandzhiev was CEO of VTB Capital UK, and before that - a partner at Goldman Sachs in London, where he was responsible for the joint management of the business with emerging markets in Central and Eastern Europe, the Middle East and Africa. In 2024, "Levski" founded the subsidiary "Georgi Asparuhov Stadium". Later that year, the state transferred ownership of the land on which the stadium was built to the Sofia Municipality. The First Football League has risen to revolt over the television rights to broadcast football matches next year. Its organizer is Botev (PD), with Slavia being the only one of the 16 elite clubs not signing. It is insisting on a "serious increase" in the money received for live broadcasts of matches. All elite matches are broadcast on Nova. Traditionally, television amounts are one of the most serious items in the financing of clubs around the world. They express their concern about the current model of management, negotiation and distribution of TV rights revenues, because to date, Bulgarian clubs receive disproportionately low funds that do not reflect the real value of the "Bulgarian football" product. The total value of TV rights is many times lower than in countries with a similar market such as Romania, Poland and Greece. The share of TV rights revenues in the clubs' budgets is critically low, which limits the possibility of development. At the same time, the clubs invest significant funds in maintaining the stadiums and infrastructure, developing and training thousands of children and young footballers, providing the content that generates audience, subscriptions and advertising revenue for the broadcasters. The 15 clubs insist on the immediate start of negotiations to review the value of the television rights. They want an immediate increase in the guaranteed amount, additional bonuses related to viewership, audience and interest in individual matches.

PFC Levski AD informs its shareholders, partners and supporters that a “notice of assignment and invitation for voluntary performance” has been sent to the club on behalf of lawyer Stoyan Baumayer, who claims payment of an amount of 5,072,337.63 euros. According to the documents received, the amount arises from historical receivables related to a previous period of the club’s financing, which were transferred to lawyer Baumayer by “NOVE-AD-HOLDING” EAD with an assignment agreement dated 20.03.2026. In the invitation itself, the club is invited within fourteen (14) days to pay the specified amount to a bank account with the holder Stoyan Baumayer. The receivables for which payment is claimed originate from “NOVE-AD-HOLDING” EAD – a company publicly associated with Vasil Bozhkov and falling within the scope of international sanction regimes. On the other hand, the payment is requested to a bank account with the holder attorney Stoyan Baumeyer. PFC "Levski" will not make a payment on this claim before a full check is carried out regarding the origin of the receivables, the validity and purpose of the assignments made, the ultimate economic beneficiary, the possible connection between the parties and the applicable sanction regimes. The receivables of "NOVE-AD-HOLDING" EAD have been seized by the National Revenue Agency.
