The Development Bank creates a fund for the purchase of receivables in the energy sector The Bulgarian Development Bank (BDB) continues to multiply its subsidiaries. The two newest are joint ventures with ESO - the country's electricity grid operator. Both companies - ESO and BDB - are state-owned. They requested and have already received permission from the Commission for the Protection of Competition to establish two companies - a REIT (special purpose investment company) and a servicing company. BDB already has several subsidiaries of which it is the sole owner - "BDB Leasing", "BDB Microfinance", National Guarantee Fund", "Capital Investment Fund". The bank exercises sole control over "Maritsa Shopping Center". It has recently also had a road construction business - through the companies "Roadway Construction" and "Road Construction Engineering". The two companies in question, linked to businessman Rumen Gaitanski, made headlines with a problematic large loan granted by the Bulgarian National Bank, which was alleged to have reached the Varna TPP (where Ahmed Dogan was a shareholder). The loan turned out to be uncollectible and so instead of its money the bank received control over construction companies. "Maritsa Shopping Center" is the company that took over the Pedestrian Bridge in Plovdiv as a concession. The Bulgarian National Bank also acquired it due to a non-performing loan.
